State Enterprise “Regitra” was established in 2000 in accordance with the Law on State and Municipal Enterprises of the Republic of Lithuania.

The institution designated to exercise the rights and duties of the enterprise's owner was the Ministry of the Interior of the Republic of Lithuania.

“Regitra” was owned by the state and managed, used, and disposed of the property transferred to it and acquired by it under the right of trust.

On July 1, 2024, the state enterprise “Regitra” was reorganized into a joint-stock company, and the property owned by the state and managed by the state enterprise “Regitra” under the right of trust was invested to form the share capital of the joint-stock company “Regitra”.

After the reorganization, all the invested property (except land) is owned, used, and managed by the joint-stock company “Regitra” under the right of ownership.

100 percent of the shares of the joint-stock company “Regitra” belong to the state. These shares are managed, used, and disposed of under the right of trust by the Ministry of the Interior of the Republic of Lithuania, which performs the functions of the general meeting of shareholders, the highest governing body of the company.

The goals of the joint-stock company “Regitra” are to transparently and efficiently conduct its activities, ensuring the public interest is met by providing administrative services in the field of traffic safety under the assigned public administration powers. Additionally, it aims to ensure long-term value growth, improve efficiency and competitiveness, enhance financial and capital return indicators, and ensure the rational and efficient use and attraction of funds, assets, and other resources, thereby providing benefits to the shareholder and serving the shareholder's financial interests.
