The state enterprise Regitra receives such data from Transeksta – the association of enterprises performing roadworthiness tests (VĮ Regitra does not perform the roadworthiness tests itself).
Users of the public e-service ”Vehicle registration checks“ offered by Regitra already since 2005 are able to obtain through the internet the Vehicle Register data about all vehicles registered in Lithuania. This year this free service more than 331 000 times and last year – almost 1 million times.
Last year the “Vehicle Search” was most actively used in April and September with the number of monthly searches exceeding 87 000.
Even 129 600 searches were made during January, i.e. about two and half times as much as in January of 2009 (56 000).
Responding to inquiries of users of the search Regitra provides information about legal status of a vehicle (registered or not registered), number of its previous registered operators (owners, users), informs whether a vehicle is subject to any restrictions due to its seizure, pledge, theft or other limitations provided for by legal acts. Information is also provided in those cases when the former vehicle owner has notified the state enterprise Regitra about the sale of the vehicle to the new owner. Furthermore, the information is provided about the vehicle’s make, model, body colour, the year of the first registration or manufacture, category and class, and from March of this year – Transeksta the data about roadworthiness tests are also available.
Users have the possibility to perform vehicle search according to one or several parameters: plate number, registration certificate and identification numbers. Information is provided in the Lithuanian and English languages.
In addition to local residents (natural persons), the data on vehicles registered in Lithuania processed by VĮ Regitra are used by the great majority of institutions concerned, including police, State Border protection Service and other law enforcement bodies, insurance undertakings, courts, prosecutor’s office, lawyers, customs, bankruptcy administrators, tax inspectorate, business entities. Many inquiries are received from foreign nationals and authorities who need operative assurance whether a vehicle in which they are interested is registered in Lithuania.
Responding to increasing demand for e-services,Regitra is also planning to start providing certain electronic services related with the registration of vehicles and issuance of driver’s licenses.
Regitra established in 2000 maintains the Registers of Vehicles and Vehicle Drivers, renders public vehicle registration and driver examination services. VĮ Regitra grants the right to ride motor vehicles by issuing driver’s licenses. The Enterprise also provides insurance mediation services.
