Changes in the Requirements for New Drivers from 1 July
REGITRA State Enterprise informs that provisions of the Law Amending and Supplementing the Republic of Lithuania Law on Road Traffic Safety that are relevant to new drivers took effect on 1 July 2013.
The Law establishes that from 1 July 2013 any new driver has the right to replace the driving licence issued for 2 years with a driving licence valid for 10 years without completing additional drivers‘ training provided that during the two years he/she has not committed violation that necessitates the additional driver training according to the Law and has not caused a traffic accident resulting in a health disorder of a road traffic participant.
Any new driver who has violated the RTR must complete the additional drivers‘ training within one year from the date of the violation. Should such driver fail to complete the training within the time limit set in the Law, he/she will forfeit the right to drive a vehicle and his/her driving licence will not be replaced with a driving licence valid for ten years. The Law establishes that in such a case the right to drive vehicles will be restored for a new driver only upon re-taking of the driving exam. Then a driving licence will be issued for 2 years and the new driver will be able to replace it with a 10-year licence according to the procedure prescribed by the Law on Road Traffic Safety.
Having regard to the changed legal provisions, new drivers whose driving licences expire on 1 July 2013 or later may submit applications for the replacement of their current licences with the 10-year licences not earlier than on next day after the expiry date stated in their 2-year driving licences. This applies to the submission of applications both in REGITRA divisions and on Drivers Portal.
