You may register for taking the driving test using the following means:

1. On-line

2. At the subdivision of “Regitra”

You will be asked to present the documentation substantiating your identity for the registration for examination at the subdivision of “Regitra”.

Who may take the theory test?

Examination services are available only for persons permanently residing in the Republic of Lithuania*:

1. To take the examination, a person must have declared his/her place of residence in the Republic of Lithuania.

In compliance with the Lithuanian legislation, a person shall be considered permanently residing in the Republic of Lithuania if he/she normally lives in the Republic of Lithuania at least 185 days in every calendar year.

The procedure of declaring your place of residence is extremely simple. You can do this online HERE.

2. In case your place of residence is not declared within the Republic of Lithuania or it has been declared for less than 185 calendar days within a given calendar year, you may use the documents of your choice for substantiating your personal or working relationship with the Republic of Lithuania.

  • Employment contract with a legal entity registered in the Republic of Lithuania (employer) or civil servant certificate;
  • individual activity certificate or business certificate issued by the State Tax Inspectorate under the Ministry of Finance of the Republic of Lithuania;
  • certificate of registration with the Employment Service under the Ministry of Social Security and Labour of the Republic of Lithuania;
  • status certificate issued in accordance with Article 12(1) of the Law of the Republic of Lithuania on International Operations, Exercises and Other Military Cooperation Events;
  • temporary residence permit in the Republic of Lithuania, confirming temporary protection in the Republic of Lithuania
you are a student or pupil from Lithuania and currently studying abroad document(s) issued by a foreign educational institution on studying or attending school;
the document from the educational institution has been translated into Lithuanian and legalised**
you are a foreign student or pupil and have been studying or going to school in our country for at least 6 months document(s) issued by a school established in the Republic of Lithuania or a branch of a foreign higher education institution operating in the Republic of Lithuania, certifying that you are studying or attending school, or a certificate from the Student Register certifying that you are studying in Lithuania.
you have been or are currently on a professional assignment or traineeship abroad for a specified period of time a certificate issued by a legal entity (employer) registered in the Republic of Lithuania about a business travel (professional assignment of a specified duration) or a traineeship agreement with a legal entity registered abroad

documents issued abroad must be translated into Lithuanian and legalised**

you have work and personal relations in different countries and you live in them alternately, but you return to Lithuania regularly for personal relations a certificate on family composition issued by the State Enterprise of the Centre of Registers or a municipal administration eldership, including data on the declared place of residence of at least one family member in the Republic of Lithuania for at least 185 days per calendar year. If the certificate does not indicate the declared place of residence of the family member(s) in the Republic of Lithuania, it must be accompanied by a certificate issued by the municipality’s administrative district on the family’s declared place of residence or on the persons who have declared their place of residence in the living space owned by the person, a certificate from the State Enterprise Centre of Registers on the person’s personal data (declared place of residence), or a certificate from the municipality’s eldership office on the person’s declared place of residence, or on his/her inclusion in the register of persons who have been without a place of residence for at least 185 days in any calendar year
a decision of the Disability and Disability Determination Service under the Ministry of Social Security and Labour on the special needs of the relative, together with a document confirming the personal relationship with the person for whom the decision has been taken, such as an extract of the civil status record on the birth of the child or the marriage or a birth or marriage certificate issued by the municipal civil registry office, the consular office of the Republic of Lithuania or the State Enterprise of the Registers of the Centre of Registers of the Republic of Lithuania, issued by the Lithuanian Minister of Justice, of the form prescribed by the Ministry of Justice
a final court decision appointing guardianship for an incapable person, or guardianship for a person who is capable, if you have been appointed as a guardian or carer by court decision
an extract from the civil status record issued by the civil registry offices, a consular office of the Republic of Lithuania or the State Enterprise Centre of Registers certifying the birth or marriage of your child, or a birth or marriage certificate, together with a certificate from the State Enterprise Centre of Registers on the data (declared place of residence) of the person (your minor child or spouse), or a certificate from the eldership of the municipality on the data (declared place of residence) of the person’s (your minor child or spouse), minor child (-the declared place of residence of your child(ren) or spouse, or the fact that you have been registered as a non-resident for at least 185 days per calendar year
a certificate issued by a pre-school, pre-primary or general education school or vocational training school on your minor child(ren)’s attendance at school, together with a certificate of your child’s birth issued by a civil registry office, a consular office of the Republic of Lithuania or the State Enterprise Centre of Registers

*Place of residence – the applicant’s place of residence where he or she normally resides for at least 185 calendar days within a given calendar year due to personal or working relationship, or in case of absence of working relationship, and only the presence of personal relationship which closely links the applicant to the place where he resides; Place of residence of an applicant whose personal and working relationships are in different states and who therefore travels to different places of residence in two or more States shall be deemed to be his or her place of personal relationship only if the applicant returns there constantly (this condition does not apply when the applicant is in a foreign country to perform a task of a defined duration); School or university attendance does not constitute for proper grounds to change the permanent residence address.

NOTE. Persons representing foreign countries or international organisations within the Republic of Lithuania and their family members exercising diplomatic privileges and immunities in accordance with the international law are not considered to be permanent residents of the Republic of Lithuania.

**The documents issued in some foreign countries must be legalized.

You will be asked to provide the following documents prior to the start of the theory test:

  • documentation substantiating your identity;
  • health certificate of a driver (e-certificates are entered automatically within the database of “Regitra”);
  • first aid training certificate.

NOTES:

1. Medical facilities issue electronic health certificates that are automatically entered within the database of “Regitra”;
2. “Regitra” only accepts paper certificates that were issued prior to 11 November 2020.

We also note that before your arrival for the tests, your driving school must provide “Regitra” with data on the training completed.

In what language can the exam be taken?

From January 1, 2026, the theory exam can be taken in Lithuanian, English, Polish, Spanish and French.

Procedure, topics and evaluation

Procedure

1. The examinee, having arrived to take an exam, must:

  • provide the employee with his/her personal identity document;
  • take a sit in a separate place intended for the examinee. The forename and surname of the examinee are displayed on the computer monitor screen. If the examinee took a sit in the place other than that intended for him/her, the examinee can move to the place intended for him/her only after having notified the employee thereof;
  • during the exam, the examinee cannot have and keep on the table and/or chair personal belongings, such as bracelets, watches, photo cameras, mobile communication devices and other means of receiving, transmitting and/or recording information, cannot wear a jacket, hat or other headgear. With the permission of the senior driver examination specialist or the employee of the branch of the State Enterprise “Regitra”, the examinee may be allowed to wear a headgear during the exam for aesthetic, medical or religious reasons;
  • not use, during the exam, literature, glasses (unless they are for vision correction only), photo cameras, mobile communication devices and other means of receiving, transmitting and recording information (except for medical reasons, for example, hearing aids), not disturb other people or talk to them, and the examinee must, at the request of the employee, show if he/she has means of receiving, transmitting and recording information using which is prohibited during the exam.

2. After taking the exam, the examinee has the right:

  • make himself/herself familiar, in the exam class, with the exam test assessment which is displayed on the computer monitor screen;
  • get information about the exam result on the Driver Portal of the “Regitra”;
  • to obtain a certificate on the passed or failed theory test (hereinafter – the certificate) from the Driver Examination Centre of the “Regitra” in which the examinee took the examination. The certificate may be awarded to the examinee by the employee after all the examinees in the group in which the examinee took the exam have finished taking the exam, or by another employee authorized by “Regitra” when the examinee leaves the exam class.

3. If the examinee fails to comply with the requirements set out in point 1:

  • before starting the test – the employee does not allow the examinee to start the test;
  • during the test – the employee stops the exam and assesses the exam negatively;
  • upon completion of test – the employee assesses the exam negatively;
  • re-registration for the theory exam is allowed not earlier than after one year.

In cases where interpreter services are necessary

The participation of an interpreter in the theory exam is not possible unless the person has been diagnosed with sensory or other disorders.

If you are unable to read the questions and answers of the theory exam test yourself for medical reasons, you need someone who will do it for you (an interpreter):

  • you must arrange this yourself;
  • be sure to notify us in advance about the need for an interpreter during the exam, i.e. when registering for the exam.

You may register for taking tests using the following means:

  • At the subdivision of “Regitra”;
  • On-line (only for cases where a sign language interpreter is necessary):

Examination process in the presence of an interpreter:

  • The information on the interpreter shall be validated prior to the start of the test (identity, sworn declaration, verification of absence of the interpreter from the list of unreliable translators);
  • The premises shall allow only for the attendance of the “Regitra” staff, person taking the exam and the interpreter (except for cases where a sign language interpreter is necessary);
  • The tests may be translated only from Lithuanian language;
  • During the theory test, the interpreter shall be seated or stood at the specified place behind the person taking the test in such a way that the aforementioned person could not be able to see the face of the interpreter (except for cases where a sign language interpreter is necessary);
  • A separate audio recording may be recorded during the test;
  • The duration of the theory test may be extended up to 15 minutes.

A passing grade on the theory exam remains valid until the practical exam is passed, but for no longer than one year.
