Provision of data about vehicles – the most popular e-service offered by Regitra

Given a significant increase during this year in volume of the electronic services offered by the State Enterprise Regitra, the greatest interest was shown in the electronic service of vehicle search which enables free online access to the data on vehicles entered in the Register of Road Vehicles that is managed by Regitra. Between 1 January and 1 September the number of responses provided by Regitra to the requests of users of the aforementioned services reached 1,286,000, i.e. increased by 351,700 compared to the same period of 2010.
Residents and institutions using the free service of the provision of the vehicle data on the website of Regitra are offered the possibility to obtain many data on vehicle registration. These data include information about registration of vehicles in Lithuania, about pledged motor vehicles or about other restrictions applicable to the registration ofvehicles. The information is also provided about the vehicle’s make, model, year of the first registration or manufacturing, number of persons in whose name the vehicle was registered in Lithuania. Furthermore, the data of the Lithuanian Association of Companies for State Road Vehicle Inspection Transeksta about the date of the roadworthiness test and its expiration are provided. For convenience of customers this year the Enterprise also started providing the information of the Motor Insurers’ Bureau of the Republic of Lithuania about validity of the motor third party liability insurance.
Many institutions and organisations of Lithuania no longer require from residents the certificates about vehicles registered in their name – acting on the basis of data provision agreements the institutions receive such data by electronic means directly from Regitra. Under such agreements the data are provided to the Ministry of Social Security and Labour, State Tax Inspectorate, State Social Insurance Fund Board and its branches, courts, municipal administrations, services of state-guaranteed legal aid, other institutions and organisations. Online responses provided this year (between 1 January and 1 September) by Regitra to requests of registered users who have concluded the data provision agreements amount to 9,5 million, i.e. exceed by 955,400 the relevant quantity of the same period of the previous year.
In order to make maximum use of the opportunities offered by information technologies and to take account of the needs of customers, Regitra is continuously introducing more e-services and seeks that they generate greater benefits to customers.
Thewebsite of Regitraposts data on driving licenses issued in Lithuania including data on their expiration and restrictions imposed on the right to drive. From 1 January until 1 September of this year the Enterprise provided 80,900 online responses to requests received both from Lithuania and abroad which is by 12,800 more than during the same period of the last year. It is also possible to check on the Enterprise’s website whether the ordered driving license is already produced.
In its Driver’s portal Regitra offers the possibility to the beginners holding driving licenses valid for two years to order the driving license valid for 10 years which may be delivered to the required address. In this portal residents can also order the service of receiving the message about expired validity of their driving license.
This year, compared with the same period of the year before, considerably more residents opted for the online registration for driving examinations. Average age of residents using this e-service increased to 23.4 years (from 22.8 years during the comparable period of 2010).
After implementing the ongoing project “Transferring road transport registration services to electronic environment” financed with EU Structural Funds Regitra will also provide many vehicle registration services by electronic means.
