Seeking to prevent used motor vehicles from hindering traffic and damaging environment the State Enterprise “Regitra” together with the Police of Lithuania and the Association of Chiefs of Local Authorities of Lithuania is continuing the information campaign “More space in yards and streets” initiated by “Regitra” in 2007. This campaign will involve awareness-raising of residents about requirements for deregistration of motor vehicles and will encourage performing the motor vehicle owners’ obligations established by legal acts. The campaign will last until 1 April 2011.
“Our aim is to remind that legal acts establish obligations for both, former and existing motor vehicle owners. A motor vehicle which is no longer in use must be deregistered in the established manner and upon purchase or sale of a motor vehicle it is necessary to sign its purchase and sale agreement and to register with “Regitra” the changes of its ownership. There is a risk that sold motor vehicle which is not re-registered in the established manner will be used for criminal purposes or inflict damage which might result in liability for its former owner”, – said Ramutis Oleka, Director General of “Regitra”.
In September-October 2010, 42% of participants of the interactive survey www.regitra.lt confirmed that they have motor vehicles that are no longer used but not yet deregistered.
Between 1 January and 15 October 2010, 31 045 motor cars no longer in use were deregistered in Lithuania, which is by 6.2% less than during the same period last year.
“The problem of transport vehicles that are not used and interfere with traffic is relevant for many municipalities of Lithuania. During the campaign neighbourhoods will collect information about such vehicles from residents and communicate it to the Police”, – said Algis Strelčiūnas, President of the Association of Chiefs of Local Authorities of Lithuania.
Residents should pay attention to the fact that legal acts establish liability not only for environmental pollution, but also for keeping no longer used motor vehicles in shared locations*.
“Number plates of a motor vehicle which is left unattended are frequently used for criminal purposes causing undesirable consequences for the motor vehicle owner,” – said Ramūnas Matonis, Acting Head of Communication Division of the Police Department.
According to statistics motor vehicle owners fail to deregister in timely manner motor vehicles that are no longer used or that are sold abroad and also do not register purchased motor vehicles in the established manner.** The buyer’s failure to re-register a motor vehicle in timely manner or deliberate avoidance to re-register the motor vehicle might result in the obligations for the seller that do not depend upon the latter. To avoid such situations the buyer and seller of the motor vehicle should arrive together to “Regitra” and re-register the motor vehicle owner’s details.
According to the data of 15 October, 30 009 motor vehicles not re-registered in the established manner were automatically deregistered. Motor vehicles not registered by individuals according to the established requirements will not be eligible to participate in the traffic and will not be admitted for roadworthiness tests. ***
In October 2010, there were 2 127 428 entries about registered motor vehicles (1 720 096 entries – about registered motor cars) in the Register of Road Vehicles of the Republic of Lithuania. The largest numbers of motor cars were registered on behalf of two residents of Vilnius (413 and 365) and one resident of Marijampolė County (407).

*Article 51(11) of the Code of Administrative Transgressions of Law of the Republic of Lithuania establishes that keeping unused and unattended motor vehicle in shared locations and failure to take care of such vehicle after written warning of the official of the municipality, police or other authority concerned shall be punishable with a fine from LTL 250 to LTL 500 to be paid by the owner of such motor vehicle. The same acts committed by a person punished with administrative penalty for the offence established in the first paragraph of this Article shall be punishable with a fine between LTL 500 and LTL 1 000 to be paid by the owner of such motor vehicle with or without confiscation of the motor vehicle.
**An acquired motor vehicle registered in the Republic of Lithuania must be registered on behalf of the buyer within 15 days of its purchase. After expiration of this term a sold and not re-registered motor vehicle shall be automatically deregistered to protect the interests of the former motor vehicle owners who have informed VĮ “Regitra” about the sale of the motor vehicle.
