Registration of Imported Vehicles

Any imported vehicle must be registered in Lithuania prior to starting its operation. In case if a foreign national temporarily operates a vehicle registered in a foreign country in his/her own name, he/she must apply for temporary registration in Lithuania within 30 days.

An identification inspection of the vehicle must be completed prior to registration, except for cases where new vehicles of serial manufacture, vehicles acquired from an authorized dealer, and M1 class vehicles are being registered.

The following documents must be submitted for registration:

  1. Application (to be filled by REGITRA staff).
  2. Personal ID document of the person submitting documents for registration.
  3. Representation documents (where the documents are submitted by the vehicle owner‘s representative).
  4. Document issued in a foreign state certifying registration of the vehicle in that state (if vehicle has been registered); if such document consists of two parts, both parts must be submitted.
  5. Document certifying assessment of vehicle conformity:
    5.1. Certificate of Conformity (CoC) of the vehicle type (for new vehicles);
    5.2. certificate of assessment of vehicle conformity (for second-hand vehicles imported from countries other than EU Member States or Norway or Switzerland).
  6. Certificate of vehicle details (to be issued by an authorised dealer of vehicle‘s manufacturer where no vehicle inspection is required).
  7. Document evidencing acquisition of vehicle (sale – purchase, donation or exchange agreement, invoice/certificate, court decision etc.). Where the vehicle is temporarily operated in Lithuania by a foreign national and the vehicle has been registered in his/her name in a foreign country, the acquisition/operating basis is certified by a document referred to in item 4 above.
  8. Certificate of compulsory insurance of vehicle owners’ and possessors’ civil liability.

Documents issued in foreign languages must be translated into Lithuanian and certified by signature and seal of the translator. No translation is required for vehicle registration documents issued in EU Member States in compliance with Council Directive 1999/37/EC that contain no special marks or other information not defined in the Directive.

Number plates issued at previous vehicle registration must be submitted together with the documents (in case if the number plate was not returned to the issuing foreign registration authority or lost). No submission of number plate is required where a foreign national applies for temporary registration of a vehicle registered in a foreign country in his/her own name without changing the number plate issued in that country.

Information contained in the Register of Residents of the Republic of Lithuania and the Legal Persons Register or documents issued on the basis of such information are used for verification of vehicle owners‘ data.

In case if the Register of Residents of the Republic of Lithuania contains no data on the vehicle owner‘s place of residence or the data have changed, one of the following documents must be submitted:

  • personal ID document of the vehicle owner containing a note on the place of residence;
  • certificate of place of residence issued by a municipality district office, multi-apartment building owners‘ society or gardeners‘ society;
  • loan-for-use agreement on living premises;
  • written agreement by children (adopted children), spouse/partner or parents (adopted parents) of the vehicle owner stating that they agree to the indication of their address in the data on the owner of the vehicle being registered.
