Acquired (registered) in Lithuania Vehicles
Upon acquisition of a vehicle that has been registered in Lithuania, the new owner must register the vehicle in his/her own name:
- within 30 days from acquisition date (for vehicles that have not been withdrawn from registers);
- prior to starting operation of the vehicle (for vehicles that have been withdrawn from registers).
If vehicle details have changed or the vehicle registration certificate is in the old form and contains no data that is mandatory at present (e. g. engine number), an inspection of the vehicle is mandatory prior to registration. REGITRA staff can conduct the inspection at any time if requested by the client. Where no inspection is conducted in cases established in the Rules for Road Vehicle Registration, the client confirms, by putting his/her signature on the application, that the vehicle details have not changed and correspond to those contained in the vehicle registration certificate.
Where a vehicle that has not been withdrawn from registers, both the previous owner (or representative thereof) and the new owner must participate in the re-registration procedure at REGITRA.
The following documents must be submitted for registration:
- Joint application by the previous and new owners (to be filled by REGITRA staff).
- Personal ID documents of the persons submitting documents for registration.
- Representation documents (where the previous or new owner is represented by another person).
- Vehicle registration certificate.
- Document certifying acquisition of the vehicle by the new owner (sale – purchase, donation or exchange agreement, invoice/certificate, court decision etc.).
- Certificate of compulsory insurance of vehicle owners’ and possessors’ civil liability.
Information contained in the Register of Residents of the Republic of Lithuania and the Legal Persons Register or documents issued on the basis of such information are used for verification of vehicle owners‘ data.
In case if the Register of Residents of the Republic of Lithuania contains no data on the vehicle owner‘s place of residence or the data have changed, one of the following documents must be submitted:
- personal ID document of the vehicle owner containing a note on the place of residence;
- certificate of place of residence issued by a municipality district office, multi-apartment building owners‘ society or gardeners‘ society;
- loan-for-use agreement on living premises;
- written agreement by children (adopted children), spouse/partner or parents (adopted parents) of the vehicle owner stating that they agree to the indication of their address in the data on the owner of the vehicle being registered.
Where a vehicle that has not been withdrawn from registers is inherited or acquired under a notarially certified transaction or by decision of law-enforcement bodies, only the new vehicle owner (or representative thereof) must participate in the vehicle registration procedure at REGITRA. In such a case an inheritance certificate, a notarially certified sale – purchase, donation or exchange agreement, a relevant document issued by a law-enforcement body etc. must be presented as a document evidencing the acquisition.
For vehicles that have been withdrawn from registers, only the new vehicle owner (or representative thereof) must be present at the vehicle registration procedure at REGITRA.
