Regarding the suspension of the authorisation to participate in road traffic and its renewal

State Enterprise Regitra (hereinafter referred to as “Regitra”) would like to remind citizens that on 1 July 2014 the new provisions of the Law on Road Traffic Safety of the Republic of Lithuania came into force and Regitra has started suspending vehicle authorisation to participate in road traffic (hereinafter referred to as “authorisation”).

This procedure is applied if it is established that a vehicle has not passed the mandatory technical inspection or its validity term has expired, or a vehicle is not insured with mandatory third-party liability insurance (hereinafter referred to as “insurance”). Regitra electronically receives this information from the centralised vehicle roadworthiness test database and databases containing information on mandatory vehicle third-party liability insurance.

The reasons that cause the suspension of the authorisation must be eliminated within 90 days. If the reasons are not eliminated within the above-mentioned period, the authorisation will be cancelled and the vehicle will be removed from the register, while its number plates will be declared invalid and will have to be returned to Regitra.

Regitra reminds citizens that within a 90 day period following the suspension of the authorisation the vehicle holder can submit an application requesting to extend the authorisation suspension period up to one year. In this case following the 90 day period the vehicle will not be removed from the vehicle register. This is especially important in cases when a vehicle is not being used for longer periods of time and therefore is not insured or does not go through the mandatory roadworthiness test on time.

It is possible to apply for the extension of the authorisation suspension period online by logging in to the Regitra vehicle registration e-services portal, or in person at one of Regitra's branch offices.

Once the vehicle passes the mandatory roadworthiness test and its holder possesses mandatory vehicle third-party liability insurance, the authorisation to participate in road traffic will be renewed automatically (i.e. the applicant does not need to apply for authorisation renewal) only in cases when the authorisation was suspended on Regitra's initiative.

“If the authorisation was suspended following a request from the applicant, State Enterprise Regitra will not be able to remove such a suspension automatically. If a vehicle passes the mandatory roadworthiness test and its holder possesses mandatory third-party liability insurance insurance, the application for the renewal of the authorisation to participate in road traffic must be submitted by the applicant through the Regitra e-services portal or at one of Regitra's branch offices”, states the director of Regitra Information Technology Department, Vytautas Jasiulevičius.

It is possible to check whether a vehicle is authorised to participate in road traffic at the regitra.lt website by logging in to the e-services portal or the e-services section (searching the vehicle register). Due to personal data protection regulations such information will not be provided by phone or email.
