New regulations for registration of vehicles coming into effect

On 1 July 2014 new regulations for registration of vehicles are coming into effect approved by Order No. 1V-445 of 30 June 2014 of the Minister of the Interior of the Republic of Lithuania “On the amendment of Order No. 260 of 25 May 2001 of the Minister of the Interior of the Republic of Lithuania “On the approval of regulations for registration of vehicles and their trailers.” The new regulations shall implement the provisions of the Law on Road Traffic Safety of the Republic of Lithuania.

Mandatory roadworthiness test before registration

Starting 1 July, the vehicles will be registered only following the established procedure after their conformity assessment (approval), mandatory roadworthiness test and mandatory customs procedures are carried out and after insuring a vehicle with mandatory third-party liability insurance.
The State Enterprise Regitra will electronically receive information about a vehicle’s conformity with the established requirements from the customs of the Republic of Lithuania, the Motor Insurers’ Bureau of the Republic of Lithuania, the Transeksta Association of the Lithuanian technical inspection companies and other competent institutions.

Registration without conformity assessment of vehicle in Lithuania

Registration without conformity assessment of vehicle will only be available for vehicles that have already been registered in Lithuania and for new vehicles matching the EC-approved type and having EC Certificate of Conformity.
Registration without conformity assessment of vehicle will also be offered to vehicles registered in EU or EEA member states, possessing a registration certificate issued in these states which meets requirements of the Council Directive 1999/37/EC on the registration documents for vehicles and whose first registration date in such countries is before 29 April 2009.

Temporary registration without mandatory roadworthiness testing and conformity assessment

More favourable registration procedure will be applied in case of temporary registration of vehicles by persons who are holders of vehicles intended for export from the Republic of Lithuania.
In such cases temporary licence plates will be issued without conformity approval of vehicle and without valid mandatory roadworthiness test, however, prior to the registration of vehicles imported from third countries, in many cases the applicant will have to apply to the enterprises of technical expertise for a certificate of identification of vehicle technical data.

Holders of such vehicles must possess mandatory vehicle third-party liability insurance. The effective term of temporary registration will be indicated by putting a special sticker on the temporary licence plate.

More straightforward deregistration

With the new regulations in effect, deregistration of vehicles that are out of service or sold to a foreign country will be more streamlined.
The registration will be cancelled automatically (without an application) if reasons due to which a vehicle has lost authorization to participate in traffic (i.e. end of effective period of mandatory roadworthiness test or mandatory vehicle third-party liability insurance, or failure to pay state-established fees) are not eliminated within the period of 90 days.
Starting 1 October of this year, the vehicles whose holders have died or whose holders are legal persons that are no longer registered will be deregistered automatically.

Possibility to suspend registration

The holders of vehicles will be able to suspend registration at their own initiative and avoid an automatic deregistration of their vehicle. The registration may be suspended for no longer than 1 year.
